It's the less than civil African expats.
There's a line of difference between Africa's nationals and those from somewhere like, say, Tuvalu.

@camedei456 @matrix They do act in such a way more than any other population, that needs to be taken into account when making and considering policy. People in Tavalu also arent africans.
