Cloudflare has issues and a large portion of the web is inaccessible. There seems to be an extremely simple solution here

Or just don't bother with DDoS protection because the likelihood that anyone will actually need it is 0.0000000000000001% (exaggeration but you get the point)
As for a CDN, I assume whoever needs one is using AWS or DO. Both of them have terrible bandwidth limitations that any actually decent VPS provider blows out of the water.
