Most likely this because they're shit programmers.
@coolboymew I never got into Pokemon (only played Yellow, Snap, and Mystery Dungeon), but from what I heard, it hit it's peak around Gen 3. My guess is that GameFreak is getting bored with the series and they probably expected the franchise to just be a fad instead of a global phenomenon it is now.
But I really saw how lazy and incompetent they are when I saw a clip from SwSh and it had a Pokemon rotating but had it's animation as if it was walking forward and this was DURING A CUTSCENE. Not to mention that save bug that corrupted your console's filesystem.
Then again, this is the same studio that had their file size un optimized that they couldn't ASCII text for localized versions until Iwata came in.

Probably has to do with Japanese business culture. I can't think of any Japanese studio on the top of my head that gave the rights to one of their IPs to someone else not even when they're both own by the same parent company, even though this practice is common in the west.
And just looking at Nintendo's partners/subsidiaries, the only ones I know of that are familiar with RPGs are Camelot and Intelligent Systems.
