Some people were abusing the 10grans tipbot so it's still turned off. I will re-enable it when I can combat that a little better, but with being busy with Token Gallery, there's not much time.

@sevvie creating multiple accounts to beg. It would run fine for a while and then within a day get completely drained.
@xianc78 @sevvie I can't, but I monitor the payouts and it doesn't normally get completely drained in just a couple hours.
