@xenmen I've only ever seen it used for "prank malware". Like redirecting a shortcut to a script that creates endless dialog boxes.
It seems to be like Batch files but with GUI functionality slapped onto it.
@xianc78 I've seen it in the wild before. Only IE (Edge?) supports it. It was Microsoft's attempted competitor to Netscape's JS way back when. Then it didn't catch on and MS made JScript, a slightly-incompatible copycat. You had to specify JS type and version in your script tags back then thanks to this.
