@meeper Copyright is automatic, so I don't see how you can "copyright the the shit out of everything", unless you refer to registering copyrights (but even registering copyrights makes no real difference).
"All rights reserved" is very nasty, but you can just create a different work, and the copyright on the nasty work doesn't bother you then.
You're probably thinking of patents, specifically the art of crafting invalid patents and having the patent office grant them anyway - even if such thing is already patented.
With patents, independent invention is not a defense - if you happen to violate a absolute monopoly, your business is screwed unless you can pay up however much rent the patent holders feels like they deserve.
I don't even know if these "IP" laws that you speak of.
I know that in some countries, the oxymoron "intellectual property" has been inserted into newer revisions of copyright, trademark and patent laws, but that's just a prime example of corruption.
Even with such oxymoron inserted, such laws cannot possibly be transformed into something that doesn't exist.
