So yeah I mentioned it before but I'll go into detail. This country is mask-crazy. People wear masks outside. When we were three miles into a nature trail in Nikko, a couple were coming the other direction and they were wearing masks.
Not necessarily, I've actually seen more and more Japanese people not wearing one recently.
Though still like 1 to 3 in 100 people per train cart (and 100 people in 1 cart is still reasonably empty), but it seems like reality is finally catching on bit by bit.
