Even with all the mass surveillance in the world, I doubt that it is even possible right now. You still have remote tribes, people living completely off-grid and undocumented, etc.
How about instead of fantasizing about some fairy-tale solution that you think would help the world, help out your local community where you can actually make a positive difference. World government is a scam that only benefits the ultra-wealthy. All these "young world federalists" are just pawns.
If you fixed your town you are already quite in a really advanced "fix" position, at that point you just need others to fix theirs and you fixed your state.
