You can't guarantee partnership with other ancaps just because you may not like the state, because some other ancaps may be pissed off at YOU more for X reason and will cynically use the state curbstomping you for a bit more power in your local area.

You can't build something off of the negative notion of "we don't like the state". Solidarity is based off of a positive believe like "I want me and my people/culture to continue to exist because we are altogether, a unit.

You can also have that without a state. Look up Hans Herman Hoppe and covenant communities.

@xianc78 Hoppe is probably the only sort of libertarian worth listening to because he at least understands the need for physical punishments and the maintenance of order, as well as the need for racial segregation due to differences in people. But a covenant community is still just a form of the "state".

You see the state by default as some monstrosity when the state in it's nascent form is just supposed to be the crystallization of the nation of people that built it.

A father is the head of state in his household.
The chief is the head of state in his tribe
A council of chiefs are the head of state of multiple close tribes

This builds on itself. Your idea of a "stateless" society isn't going to go anywhere because the vast majority of people will always gravitate to a leader archetype, especially in times of crisis. If you can't muster a leader during those times, then your "covenant communities" will perish
