Overthrowing tyrants only worked back in the days of monarchy when everyone else accepted that it needed to be done.

There have been plenty of times that the US government should've been overthrown but nothing happened.

That is NOT what happened. The revolutionaries were always a tiny radical minority, and they did NOT have broad public support. They got it, in some cases, after the revolution was complete and the new state was in power.
