This is the same stupidity that Delaware just processed. We used to have a law that simply stated that an owner "must keep their dog under control & can only be at large on approved property."
You could get a fine if your dog was simply out of control, leashed or not.
Now, we have a mandatory leash law & removed the original law. Those idiots didn't even write in a max length. Now, I can legally have a dog trying to kill someone & on a string & be legal.
Laws for the sake of it, YAY
