It's truly amazing how many angles of attack the copyright cartels have on our freedoms. Copyright owners need to be declawed. I'd like to propose a 100% tax on copyright content. 100% of $0 is 0 so the distribution of free software remains $0 tax. Distribution of anything that is non-zero ends up going straight into the governments pocket. Lets add a twist since we don't want to incentivize theft. Enforcement would result in the tax going to building homeless shelters and housing initiatives should anyone decide to charge for their creations.
