From what I've gathered, it appears the Israelis are possibly contacting Assadist elements (Israel has a preference for Shia over Sunnis) as well as Kurds (their historical allies in destabilizing the region) in Syria to try and form new terror groups to keep the nation destabilized.
This is why Assadists are forming criminal bands of ex-soldiers who were demobilized to "fight back" against the new Syrian authorities, and this is also why the Kurds (YPG/PKK) refuse to be integrated into the new Syrian state. As an aside, the Kurds were always partial to allying with Assad against FSA/Islamist groups.
This is the only view that makes sense.
Israel no longer supports Jolani (if they ever truly did). The propaganda just doesn't add up.
