This hints at multiple things:

1.) Iran did not ask Hamas to do Oct 7th. Hamas did it on its own initiative. Why else would Iran be so unprepared for a war with Israel, a war it's claimed to have wanted for literally decades, if they planned it out themselves?

2.) Iran uses the AoR as meat-shields and disposes of them whenever it feels necessary. It is the arsonist firefighter. It creates problems, and then says that only it can solve them. It is a horrible self-interested and callous partner/leader.

3.) Iran lies about not engaging in sectarianism. They PROMOTE sectarianism as part of their strategy (Lebanon, Syria, Iraq etc...). Every accusation against Sunnis in this regard is a confession.

4.) Iran views the Sunnis as more of a threat than the Israelis. If they could choose to ally with the Sunnis or the Israelis, they would choose the Israelis (as was done during the Iran-Iraq war).

5.) Iranian "defensive strategy" is not about deterring Israel or keeping conflicts contained. It is completely the opposite. It is about threatening even more chaos, both regionally and globally.
