Fire is extremely difficult to control, and I am assuming you're referring to something like arson - which generally can spiral out of control very easily and cause severe damage to countless people who can't consent to the damages it causes. If you happen to mean lighting fire in general, then, for example, lighting a fire in a stove or a furnace, or for a candle or lamp, are basically harmless, usually quite helpful, and so long as someone isn't harming anyone around them I don't see any issue with something controlled like that.
You're comparing something that is incapable of consent to someone who does consent. Consent alone can make things that would be abusive, if not outright evil, perfectly natural and acceptable.
