That's what he means by "experts" - the police. Writing laws is too hard for the law makers, the police should be the ones who do it, with zero oversight, and no ability to reverse any of their decisions.
Especially considering that their crime statistics don't back up their own bullshit either. The RCMP should be universally hated and despised by anyone with a sense of who they really are.
