can someone confirm/deny to me that the way reporting on mastodon instances work is that someone files a report, the instance admin reviews it, then approves it for federation over to us, right?

meaning, for example, that if someone reported a shitload of posts of us gays flirting with each other, and i'm seeing it came from mastodon.social, it means that an admin over there was like 'yeah seems bad!'?
