Parsing the difference between arrogance and confidence seems rather difficult, because, I think, the differences are minute.
@Jazzy_Butts arrogance is a french word meaning to take what is not owed.
Often underconfident people call the confident "arrogant."
@amerika I've seen also, truly confident people will say "you're confident" to arrogant people, as a backhanded compliment, and the arrogant people are too stupid to know they've been insulted.
