I used to listen to this guy named Stefan Molyneux and at first he was good but then he eventually lost his mind and became racist but that's not the point, the point is he taught me the non aggression principle, and that state governments violate this principle on a whim, that means they do not respect human rights, and that means that humans should use their rights to not respect those governments. The only way to change a government is through clever subterfuge due to the massive power imbalance, this is where propaganda comes in, propaganda can be more than a tool of the oppressor, it can be a tool of the oppressed, political cartoons satirizing opponents, fictional stories demonizing a political enemy or rival, or even ones that demonize an entire system or philosophy are all valid means of propagandizing good people to a good cause.
