If the glass of water is at half it's capacity, is it partly filled, or partly empty?

The totally objective answer to this question is: neither. It actually is filled. 50% liquid, 50% air (the composition of it's gases).

The not so objective but still valid answer is: both at the same time. It's 50% liquid, 50% empty. Or we could simply say it's at half of it's capacity.

No, the glass is full.

Half is filled with water and the other half with air, but the glass is full of particles.

Whe fact you're ignoring the particles of air is a value discrimination on your side...
