If we consider blacks to be as intelligent as whites (which we all know they're not BTW), then the top 20% of blacks would be the same as the top 20% of whites, which obviously would be smarter than 1 in 2 whites (the bottom 50%). This proves nothing and is a perfect demonstration of how statistics get stupidly thrown around and used as propaganda to make a "point".
Alternatively, this "propaganda" can backfire by making blacks seem dumber on the average by saying that only the top 20% of blacks are intellectually equivalent to the upper half of whites. If we take an IQ of 100 as average, this message implies that 80% of blacks have an IQ below 100, skewing the black average to borderline mental retardation.
