It's somewhat complex.
Ad hominem is this form:
"You're stupid, therefore you're wrong."
At most, Peterson is saying, "you're a solipsist, so you think the way you do," and whether that's a fallacy depends on the full transcript (since he is generally video, and I dislike video, I don't know much about the guy).
