For both cultural and realpolitik reasons Japan wouldn't want to blow the whistle on this thing. So what do they do? They find problems.

Oh yes this shipment was left for inspection but there was a problem and necessary temperatures were not kept, the entire lot must be thrown out. Very unfortunate. Buy more vaccines? And so on. The Japs have a way of being very polite while stonewalling you. And what's America to do? They can't escalate things without a systematic examination and refutation of the findings to date and by now the only evidence that's left is in some Japanese medical report and in the heads of the people who authored it.
