I am hearing from my brother who is a federal employee and not taking the jab, that the executive order and the mandates have not been signed yet by Biden. That once it is signed there are a shot load of lawsuits that can then be filed. But no signature means the lawsuits can’t be filed. Anybody also heard this?

Makes sense.
It doesn't matter what laws are as long as population believes the laws are the way you need.
