I believe this might be because of unemployment benefits.
I know a person, who is collecting unemployment. Sometimes, they get offered a job, and they HAVE TO go to an interview, if they want the benefits, even if they do not want the job.
I guess it's similar in US, and the requirement is you have to be "asking for interviews"
Either way, it's good for the few that want the job, since the employers now deal with some fear.

The problem for someone like your friend is that the most basic thing about US unemployment benefits is that if you’re offered a job comparable to your old one, you’ve got to take it.
In theory, of course, and you’ve got to document your efforts, like sending out resumes, implicitly “asking for interviews” as you posit. But I think insincere behavior like ghosting the company at any point would be just as problematic. In theory, again, our individual states’ unemployment systems have to be totally overloaded right now, even if they’re pretty automatically accepting “lost job because of COVID” claims.
Maybe they’ve computerized to the point where you’ve got to “check some boxes” every week or so, but I doubt for very many people there’s real human beings paying attention, doing followups with companies etc.
