If you are a human born on Mars, you aren’t an “Earthling”. Your heritage would be of Earth.

Mandalore does apparently allow people to adopt, and those adopted are mandalorians. There are certain conditions attached to the process, which Boba Fett does not seem to qualify for (nor need or want).
