Free lesson for you Dave. It is virtually impossible to honestly partition a set of data and have it NOT follow Benford's Law. Cheating occurs at the boundaries, bias shows up. How? If the biased observer see a batch at a boundary condition -- this is the opportunity to cheat (he thinks, no will notice!). A slip here, a slip there. Thumb on the scale only at the cut-offs. If your base data follows some other magic digit distribution, a similar law will hold. It's so wonderful a law. Humans such natural born liars and cheaters.
