I think it would benefit society if people who represented themselves as authorities of truth were held personally liable for every bad thing that happened as a result of people believing them.

I agree with your second point - and actually that's probably a good thing. Centralized institutions SHOULD be distrusted.

You cannot punish any authority, since it's impossible to decide the effect of any decisions.
These idiots still believe they saved lives, can you believe it? Even if you pointed out the most factual data like increases in suicides, these psychos would just say: but we saved millions. No proof needed.
