You have to understand, that some disks are nothing more then an online installer for the service and a CD key.

So, the question is not crazy. The problem is, you simply cannot tell at this point.

@LukeAlmighty @alex they have some game files but installing is so slow literally it's faster to just enter in the steam key.

@LukeAlmighty @alex I have the FO4 disk. It's just a steam installer. Digital code was on a piece of paper.
