I talked about this with my sister.
And she told me something I didn't think of. Every kid is thought the water cycle. Water evaporates from the sea, it condensates, falls down, and flows to the sea.

This water does not disappear at any stage. So, why the droughts? Because we are keeping the water captured in artificial tanks, where it can no longer flow and continue the cycle.

Also, global warming might help a lot here, since the more of the ice caps melt, the more water will be available to cycle, and with higher temperatures, it will evaporate from the seas faster.

Not nearly so complex. Droughts have existed since the dawn of time, it's just another cycle. Scientists get paid by projects, they win projects by publishing "interesting" (well cited) articles. The way to make an article which will be cited is to make it fit the establishment narrative and get placement in the media, that's all it is. Whores all the way down.

Yes, I know of the bad science problems, but I still think, that the point stands, that if your point i to void droughts, best way would be to try boosting the cycle instead of hoarding the water.
