I am considering buying an RTX 4070... But my power supply is 650 instead of recomended 750w.

1) 1x 8 pin power
2) Max GPU memory. (12 GB)

Green team cards are usually a better price to performance buy in euroland except maybe in your use case. I’d look at what your sw is calling for since they do so much ai acceleration in hw these days.
