I could probably make that library happen for less than 1k dollars. Most poor people don’t have nice things because they are unwilling to walk the road to get them, not because nice things inherently cost lots of money. All you need to turn literal garbage into a library like that are some extremely basic carpentry tools, wooden pallets or other scrapwood, ruined old furniture & a youtube connection.
