it didn't fail, it was just never actually attempted, sprava zeleznic contracted the viaduct restoration but never actually did any work to enable the stores, only bricked the arches with "oh yeah we have a nice picture of the idea, but now we got our bridge and don't give a shit about actually pursuing it"
