Because 99% of the time is, and you seem to blame it on the fact that capitalist owners aren't able to exploit children.
Putting kids to work stifles their development and allows the owners to pay meager wages and cheapen on security, as kids can more easily be bossed around than adults.
The solution is poverty relief and job security for all, not increasing exploitation.

And again, if you want to still make the case that child labour somehow makes the situation better, look no futher than 1800's europe and the underdeveloped world now. It's absolutely no case that worker unions fought and still fight against that shit all over the whole world.
