Given the ease of exploitability, capital will always push for more and give working people and their children a worse and worse contract over time, as we've seeing in the US in this year.
And given point 2, children won't organize, which easily allows to more easily cut on security and as such cause more deaths

1) I have no idea how do you want to form an argument around "kids would have no negotiating power", while the alternative is to just send them to the prison for 9 years, where they have no negotiating power.
Giving them a choice will increase their freedom, no matter what path would they preffer.
2) There will always be minimum wage people. This way, they can start 9 years earlier. And that's better, then be in prison for 9 years, and then enjoy the new priviledged position of minimum wage job.

I know what jobs Immigrants get in here. If you think that kids with full legal protection and parents guarding them is bad, what about people who are 1 call away from immigration office kicking them out of country, and also with 0 language skills?
