So if the USA congress voted to nuke Israel and the vote passed and then the USA nuked Israel then that would be legal because a State did that?

@LukeAlmighty @ChristiJunior @bronze that is an absurd stance to take. If a state actor violates a law that exists, the state has committed an illegal act.

Whether or not the responsible body chooses to enforce the law against itself with excuses such as "immunity" etc. is an entirely different subject
