While your complaint is valid on a linguistic level, it is so pedantic, that if you used it on literally anything else (except for strict scientific descriptions), people would laugh you out of the room. Words representing groups do have a range of interpretations and both outliers and false inclusions. Everyone knows that at the age of 3.

There's a point at which the identity in question becomes too vague and all encompassing to be of relevance to the issue at hand. Like imagine a spam filter that just blocks all incoming email, because all spam is by definition, email.

If you say "The Jewish Mafia" then you're being clear that it's a subset of Jews, same as "The Italian Mafia", "The Russian Mafia", etc.

But if you say "The Jews" then it's implied that it's every last one of them, which is just impossible to take seriously by anyone who has Jewish friends.
