Most technology, if given to blacks, cannot be actually developed and maintained by them. Yes, they can use a finished technology product, such as a cell phone, but even if you gave them the full schematics and details of how to build and maintain something relatively high tech, they are generally incapable of doing so.
Some Asians, on the other hand, are very good at copying and maintaining technology that we develop. They are slower at innovating and creating new technology.
