Declare/mandate something blatantly illegal, push everyone into a frenzy to do what you want, and by the time it gets blocked by the courts it's already too late for a lot of people.
@Providus yeah. the problem is that this is something that a) is causing a lot of injury and b) is causing a lot of resentment.
