Nations are People.
Why would you ever imagine that Germany, France, or England are going to
survive their invasions intact, or even recognizable, without a
reconquista? Any country that permits a country of one billion or more
people to start “immigrating” is going to be completely overrun,
sooner or later. Which is why any limit above zero is just a cracked and
leaky dam, waiting to break catastrophically.
