You have to turn off hardware acceleration for video files in PowerPoint to make them stop lagging. Not sure how that makes any fucking sense but sure

If they only have Intel's integrated GPU and they happen to also be old, they might not be fit for video acceleration. Might also be a problem with how Office handle things.
