You're conflating social programs and social policies with communism and socialism. These things are as different from each other as the heavens and the earth.

Imagine if a theoretical physicist invented a brand new theory on how physics actually worked, but then refused to perform actual experiments to verify it. Or even worse, if there were already old experiments that disproved his theory and yet he still refused to view the data and reconsider his theory, and arrogantly still insisted that his theory is the only truth in physics and demanded the scientific community bent to his will.
