Don't know how much testing everyone is doing, as for "quantity out of how many", you can do a basic comparison with each country's total population.

As for how much China is lying... I understand there are rumors of 40k-50k deaths. So it wouldn't surprise me if we're talking about 10x lies.

Yeah, right now there is little context to numbers. The real useful analysis will only come way after this crises is over.
