Like I try to make comments but my tiny mind finds this without flaw. The only complaint is that poor people wouldn't be able to vote. Maybe give everyone a free $1 for voting if they choose to do so?

Yeah, it's a pretty interesting idea. What I'd change though, to have the poor vote a bit stronger, I'd make the increase of vote power a logarithmic function, and not a linear one. Have the vote of a person giving 2 million dollars be less than 2 people giving 1 million dollars each.
