The idea is that manufacturing capacity in infected countries is lower right now. In contrast China is supposed to have passed the situation, so they're no longer affected. Same is true for Israel. And I think South Korea should also be included in the list. So it's not bad to have them manufacture whatever supplies you can't make enough of because of your closed factories.

during a crisis they are just going to ban the export of these medicines even if they are made in American factories overseas. We seen this happen not only in China but in India too.
