The purpose of surgical masks is not to protect yourself from viruses, the purpose is that if you got it without knowing (or maybe if you're asymptomatic) you're less likely to spread it to others if you wear the mask. Surgical masks protect you indirectly by means of everyone around you wearing one.
If you want to protect yourself directly, you need at least an N95 mask or better.

Lib is just short for liberal. As for what it means now... that's kinda hard to say anymore considering how much the left has shifted. By European standards, liberal is supposed to mean what libertarian means for Americans. But in USA, because liberal was for too long a synonym for left-wing, it's meaning was twisted too much lately.
