You have a real issue at the intersection of employing the poor as soldiers and ethnocentric grouping. Not only have things been more violent before (go look at Brooklyn's history) but the actors that shape the conflict are not down with that vision. e.g. Cuban-Americans are a large bloc that would be estrange with a huwhite party.
