It looks weird because the angle is bad for filming his hand. From the first camera's point of view, that is somewhere to the left of Biden, the hand comes between it and the microphone.
But when you switch to a different camera, far to the right of Biden, we see indeed that the hand doesn't come "in front" of the mic, but it does rise enough, to where a camera filming from the opposite direction would get it's view of the mic covered by the hand.
