is he an evil person that wants to see the innocent suffer without consequences for the person who would have inflicted such suffering on the innocent or
is he an evil person who wants to see the innocent suffer without consequent benefits for the innocent who would have suffered although they were innocent or
is he an evil person who wants to see the innocent suffer without consequences at all i.e. the innocent suffer and then nothing at all happens, not to the innocent, not to the punisher, not to the observer?
