I've seen plenty of Japanese videos go untranslated. And considering my system and Youtube are set to English, you'd think Romanian videos get translated too, by your reasoning, but they don't. So whatever is going on, it takes more things into account.

@alyx @Relected I think it translates only a small portion of videos. Maybe they're slowly rolling out the change.
